Yes. A project carries a fixed fee and an hour budget. Pacing and warnings work the same way as a retainer, against the estimate rather than a monthly allocation.

How do milestone payments work?

The signed scope defines the milestones. Each one raises an invoice with a pay link when you mark it complete, so nobody has to remember the schedule.

Is there project management, tasks and tickets?

There are projects, budgets and departments, not a full task board. Most development teams keep their existing tool for tickets and use Verbial for the money side. The API pushes hours in from either direction.
